General Information
The South African Petroleum Industry Association (SAPIA) was formed in July 1994 by 6 of South Africa’s refining and marketing companies:
- BP Southern Africa (Pty) Ltd
- Chevron (SA) Pty Ltd
- Engen Petroleum Ltd
- Shell South Africa (Pty) Ltd
- Total South Africa (Pty) Ltd
- Zenex Oil (Pty) Ltd (no longer a member)
to represent the common interests of the petroleum refining and marketing industry in South Africa; and to promote understanding of the industry’s contribution to economic and social progress with all stakeholders. Zenex Oil (Pty) Ltd has since become a part of Engen Petroleum Ltd and is no longer a member. Sasol Ltd and TEPCO Petroleum (Pty) Ltd joined SAPIA during 2000. Mossgas (Pty) Ltd became a member of Sapia in 2001. With the formation of PetroSA (Pty) Ltd in 2002, PetroSA replaced Mossgas as member. TEPCO Petroleum (Pty) Ltd became part of Shell South Africa (Pty) Ltd during 2002.
Structure
SAPIA operates under a Board of Governors drawn from the member companies:

- Mr Abbas Gani (Engen)
- Mr Ernst Oberholster (Sasol)

- Mr Benny Mokaba (Shell)
With an office and Director, Mr Colin McClelland, in Cape Town, SAPIA has a limited infrastructure and conducts most of its activities through a series of teams drawn from the staff of member companies. Each team is tasked with looking after a particular area of common interest. The Director is assisted by a specialist in environmental matters and a secretariat.
Main Objectives
SAPIA’s mission is to do all it can to assist the industry to deliver petroleum products to the South African economy at world competitive prices. It is deeply aware of the need to make South Africa a competitive nation and of the role that liquid fuels availability and cost will play in achieving this target.
SAPIA seeks to achieve its mission by fostering amongst its members a desire to be a world class industry and by encouraging co-operation between them on matters of common concern without inhibiting competition.
SAPIA seeks to promote and encourage consultation among members, government and other organisations on matters of mutual and public interest such as health, safety and the protection of the environment.
SAPIA represents the petroleum industry in National and International forums and acts as a source of information on the industry as a whole.
